The Center for Health Services (CHS) is MSH’s home for health care services and delivery systems expertise, as well as public health content expertise in HIV/AIDS; tuberculosis; maternal, newborn, and child health; family planning and reproductive health; and other communicable diseases, including malaria and avian influenza.  We use evidence-based interventions to attain public health impact through scaling up services that prevent or treat the most common diseases or conditions.

 

 

OVERALL RESPONSIBILITIES

Under the supervision of the Director of Administration and Finance, the Grants Manager is responsible for managing the contractor’s grants portfolio in accordance with USAID procedures. The Grants Manager will participate in evaluating grant proposals and budgets and assist applicants in refining them. H/She will monitor, on an on-going basis, the performance of grantee with respect to the activities, reporting deliverables, and milestones agreed upon in their funding proposal. The Grants Manager will work closely with administrative staff and technical advisors to facilitate the capacity-building of the grant recipients.

 

 

SPECIFIC RESPONSIBILITIES

 

  1. Develop or adapt and implement procedures and templates to be used for formulating, negotiating, executing, monitoring and closing grants according to USAID regulations.
  2. Design/revise mechanisms to solicit applications, award grants, negotiate terms of reference, and monitor and report on financial activities as appropriate.
  3. Conduct educational and training workshops on proposal preparation and/or financial monitoring, as necessary.
  4. Document the process by which NGO’s and public institutions are selected for awards, and notify applicants and other stakeholders of awards granted.
  5. Serve as member of the Project’s Management Team to ensure that the grants program supports other elements of the project.
  6. Ensure that such activities are in accordance with USAID and MSH guidelines.
  7. Assist NGO’s with monitoring progress, tracking expenses and preparing financial reports. Develop mechanisms for making payments and monitoring/reporting financial performance, in accordance with USAID guidelines and those established in the Agreement.
  8. Administer the grants according to criteria and guidelines set forth by USAID, stated in the USAID contract (and associated waivers letters and documents) and MSH Grants Management Program Manual and guidelines.
  9. Ensure that grantees comply with all USAID reporting requirements.
  10. Assist large NGOs convey grants-management requirements, processes, and skills to their local affiliates as necessary.
  11. Perform other duties as assigned.

Qualifications:

Qualified candidates will have: A graduate degree in economy, finances or accounting and business administration, at least five years experience in the area of grants management, contracting, and/or accounting and financial management, preferably working with donor-funded programs and/or NGOs. Knowledge of USAID grant making policies and procedures preferred. Fluency in both English and French is essential.
