Health Systems Strengthening (HSS) Advisor will assist MOH and national TB programs (NTPs) using field support to fully contribute to HSS as it relates to TB, particularly for improving leadership and management, political commitment, strengthening human resources development, health and TB information and surveillance systems,, engaging all providers. S/he must develop a comprehensive approach to achieve better efficiencies in the overall system, while ensuring quality TB services and TB-specific outcomes
Specific Responsibilities:
- 1. Advise on approaches to engage policy-makers and monitor progress on the government's financial and other high level commitments in coordination with all donors supporting TB efforts at country level.
- Provide guidance on the development, quality and retention of the human resources dedicated for health, with the targeted approach to enhance the capacity of community and facility level staff to improve the quality of services provided, expand TB case finding and quality of care across all health areas, and integrate the support into all other related health interventions.
- 3. In collaboration with M&E officer, harmonize the TB surveillance system with other diseases and the overall health information system without losing critical TB data collection, particularly HIV surveillance systems in high prevalent settings.
- 4. Disseminate and provide guidance to scale-up the current best practices nationwide on leadership and management, and to include the broad range of providers (e.g. private physicians, pharmacists, hospital staff, work place health staff, prison health practitioners, military health practitioners, etc). These activities should be conducted in collaboration and complement other health public private partnerships.
- 5. Advice on best approach to increase political commitment, increase case detection, produce better treatment outcomes and improve commodity management.
- 6. Assist country projects to develop a systematic approach needs to be developed and scaled-up to promote and sustain their involvement.
- 7. Performs other duties as directed
QUALIFICATIONS:
- 1. Master's degree in public health,, or related degree relevant to the broad areas of health systems strengthening.
- 2. Minimum of 10 years senior-level experience in health systems strengthening, quality management, or quality assurance programming in Africa, also desirable experience in Asia, EMRO and/or LAC.
- 3. Significant knowledge and experience in areas related to health sector reform and the impact on the organization and financing of public health programs.
- 4. Demonstrated ability to establish and mobilize technical expertise in organizational capacity development for improved health system performance.
- 5. Recognize expertise in TB and TB-HIV/AIDS, at regional and country levels is desirable.
- 6. Previous experience (ten or more years) in an advisory capacity or in provision of technical assistance in TB and HIV/AIDS and/ or other related health interventions; experience within the public health sector with understanding of key TB control and TB/HIV issues is essential
- 7. Proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into his or her work.
- 8. Demonstrated organizational and managerial skills and abilities; sound judgment, and high ethical standards; flexible and able to adapt to changing priorities and deadlines.
- 9. Extensive experience working in developing countries within health programs and working in a variety of cultural situations.
- 10. Demonstrated successful experience building and maintaining relationship with state- and federal -level institutions and partners.
Skills and Abilities:
- 1. Excellent communication skills, both verbal and written.
- 2. Proficiency in English including speaking, understanding, writing and reading with the ability to conduct business in English.
- 3. Competence in French and Spanish desirable
- 4. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint. Skills in a statistical program (SPSS, EPI info) is an added advantage
- 5. Experience working with USAID/PEPFAR -funded programs essential.
- 6. Ability to work with Microsoft Office software, specifically Word, Excel, and PowerPoint.
- 7. Ability to travel within internationally.
