ARD, Inc. (http://www.ardinc.com) requests expressions of interest from highly qualified professionals for the position of Senior Agribusiness Advisor for the Alternative Development Program in Northern and Western Afghanistan. The objective of ADP - North/West is to counteract illicit poppy cultivation by providing alternative livelihood programs, improved economic opportunities, and diverse regional economic growth in selected provinces. This is a long-term post which is available immediately and will continue through March of 2010. This position will be based in one of the project provinces, with a fall-back duty station in Kabul.
Responsibilities include:
–Serve as senior advisor on all matters relating to the development of agricultural production, micro, small and medium enterprises, and commercial value chains;
–Recruit, supervise and train all technical staff, including community-level teams, agricultural extensionists, provincial development managers and others as needed;
–Develop scopes of work, recruit and supervise short-term consultants to analyze and map specific value chains, survey target communities or industries, or otherwise aid in achieving ADP/NW agricultural and business development objectives;
–Work closely with the Senior Civil Engineer to design and oversee community-based and larger-scale infrastructure and Cash-for-Work (CfW) projects;
–Assure accurate and timely collection of all data for the management and monitoring/evaluation information systems;
–Assist the Communication/Outreach Officer in identifying success stories;
–Develop all grants (SOWs) for all agribusniess activities in conjunction with the Grants Officer;
– Develop gender activities in coordination with the Gender Specialist.
Qualifications and Experience:
–Extensive experience in the food and agriculture sector, with functional areas of expertise in agribusiness finance, marketing, operations, and general management;
–Proven experience in implementing business development;
–Substantial experience providing applied business development service;
–Master's or Ph.D. degree in Agriculture, Agriculture Economics, Agribusiness or related field;
–Minimum of eight years' field experience implementing USAID-funded assistance programs;
–Experience in Afghanistan is preferred.
