The synopsis was added:

The United States Agency for International Development in Jordan (USAID/Jordan) intends to issue a Request for Proposals (RFP) for a five-year Cost Plus Fixed Fee Term contract to provide an overarching framework to support the implementation of and capacity building for the development of Alliances and Public Private Partnerships (APPPs). U.S. interests lie in creating a fully liberalized economy through pro-private sector policies that create a level playing field for entrepreneurs. The program will support this goal, as well as provide the next step for the Government of Jordan (GOJ) as it completes its goals under privatization and looks toward the innovative use of APPPs to leverage additional funds for development. Building alliances with private sector actors will also allow the USAID Mission to capitalize upon additional opportunities to leverage non-US government funds, address cross cutting themes, and promote long-term sustainability. The total estimated value is between $19-28 million and anticipated buy-ins with a total estimated value of $ 22 million.

Full solicitation was released.

 

The United States Government, represented by the U.S. Agency for International Development (USAID/Jordan), is seeking proposals from qualified organizations interested in providing the services described in the attached solicitation.  USAID plans to award one Indefinite Quantity Contract ( IQC).  The IQC ceiling amount is $50 million.

 

Please note that the U.S. Government intends to award this IQC contract without discussions, unless deemed necessary by the Contracting Officer, and as such initial proposals should represent the best possible and most competitive terms available.

 

If substantive questions are received which affect the response to the solicitation, or if changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended.  Any amendments to this solicitation will be issued and posted on the Federal Business Opportunities website.  Offerors are encouraged to check this website (http://www.fedbizopps.gov) periodically.

 

It is the responsibility of the recipient of this solicitation document to ensure that it has been received from the internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes.

 

If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L-6 of the RFP at the designated place and time indicated in Block 9 of the RFP cover page (Standard Form 33).  Any proposal not received in the designated office indicated in this RFP by the closing date and time will be handled in accordance with FAR 52.215-1.

Oral instructions or explanations given before the award of the contract resulting from this solicitation shall not be binding.

 

Issuance of this solicitation does not in any way obligate the U.S. Government to award a contract, nor does it commit the U.S. Government to pay any costs incurred in the preparation and submission of a proposal.  Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.

The closing date of receiving proposals is extended to "12 noon Jordan Time October 15, 2009".


2.  Section I, add the following:

"I.9    752.7101 VOLUNTARY POPULATION PLANNING ACTIVITIES
(JUNE 2008)

(a) Requirements for Voluntary Sterilization Program. None of the funds made available under this contract shall be used to pay for the performance of involuntary sterilization as a method of family planning or to coerce or provide any financial incentive to any individual to practice sterilization.

(b) Prohibition on Abortion-Related Activities.

(1) No funds made available under this contract will be used to finance, support, or be attributed to the following activities: (i) procurement or distribution of equipment intended to be used for the purpose of inducing abortions as a method of family planning; (ii) special fees or incentives to any person to coerce or motivate them to have abortions; (iii) payments to persons to perform abortions or to solicit persons to undergo abortions; (iv) information, education, training, or communication programs that seek to promote abortion as a method of family planning; and (v) lobbying for or against abortion. The term "motivate", as it relates to family planning assistance, shall not be construed to prohibit the provision, consistent with local law, of information or counseling about all pregnancy options.

(2) No funds made available under this contract will be used to pay for any biomedical research which relates, in whole or in part, to methods of, or the performance of, abortions or involuntary sterilizations as a means of family planning. Epidemiologic or descriptive research to assess the incidence, extent or consequences of abortions is not precluded.

(c) The contractor shall insert this provision in all subcontracts."

3.    Section M, Evaluation Factors for Award, M.1 Evaluation Criteria (c), delete the last sentence "Only the cost proposals of the technically acceptable proposals will be evaluated".
