Assignment Description:

The International Finance Corporation (IFC) offers Advisory Services in Latin America & the Caribbean (LAC) to promote the development of the private sector and to contribute to the alleviation of poverty in the region. IFC has launched the Business Edge program in Haiti, which focuses on establishing a sustainable training service to provide Small and Medium Enterprises (SMEs) with access to customized management training, which in turn, will help them to improve their performance and thus raise productivity, profitability and competitiveness. Business Edge is a branded SME Management Training product developed by IFC and was first launched in Vietnam. Business Edge enables local training providers to deliver high-quality, interactive managerial trainings tailored to meet local market needs. This training solution specifically targets owners/managers of smaller companies and/or middle management of medium sized firms. Training is delivered by carefully trained trainers, through licensed training partners, which are mainly small private for-profit training companies. Business Edge is delivered to participants in an interactive, practical and application-oriented style. Since its initial launch in 2001, Business Edge has evolved into an international product with a well developed training methodology for SMEs. The product consists of training seminars, trainers' manuals, trainers' methodology and capacity building tools.

IFC is interested in contracting a firm, based in Haiti that can carry out the design, implementation and analysis of the Monitoring and Evaluation (M&E) of the BE training workshop deliveries in Haiti. The overall purpose is to assess the immediate and long-term development impact of this project on local SMEs while establishing baseline indicators. The M&E firm should be able to demonstrate that they are capable of designing and implementing the Monitoring & Evaluation component. The M&E activities will include a revision of existing BE M&E tools and the development of a new BE M&E methodology. Once IFC has chosen the firm, it will be the responsibility of the firm to move ahead with the design and implementation of the M&E component. The firm will need to design and implement an M&E component based on the timeline set out in the proposal. The M&E component is envisioned to start in July 2009, and will run the continued duration of the project, ending in June 2011.

Submission Requirements: IFC now invites eligible consultants to indicate their interest in providing the services. Interested consultants are hereby invited to submit a short letter in which interest is expressed. Please include in this letter, a brief description of the company (including description of similar assignments, availability of appropriate skills among staff) in order to show IFC that the company is qualified to perform the services. Please do not exceed 5 pages in Word format. Once IFC has received all Expressions of Interest, a shortlist of qualified firms will be formally invited to submit proposals.

Expressions of Interest should be submitted electronically, in French or English (preferable) by June 21st 2009 to Elvira Van Daele at Evandaele@ifc.org with copy to Gloria Elena Tercero at Gtercero@ifc.org. All correspondence related to this Expression of Interest should be addressed in writing only by sending an e-mail to the above mentioned e-mails. Individual/Firm Profile: The consultant will be a firm or consortium.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant http://www.worldbank.org/wbgeconsultant.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
