Opportunity

Abt Associates seeks a qualified Cambodia National to serve as M&E and Database Specialist to support the International Economic Growth Division in Cambodia. This position will support the USAID-funded Feed the Future Cambodia HARVEST II activity, a five-year program to accelerate growth of Cambodia’s commercial horticulture sector. Under the supervision of the M&E Manager, the M&E and Database Specialist will assist in the design and development of a project database system and support M&E efforts. This position is located in Phnom Penh, Cambodia.

Key Responsibilities

  • Support data collection efforts of third-party data collectors (subcontractors and oursourced research firms) and review data for correctness, accuracy, and reliability.
  • Contribute directly to data collection efforts to meet project implementation needs in coordination with M&E Manager.
  • Ensure timely and accurate data entry into project database and information systems.
  • Support monitoring and tracking of results against targets.
  • Ensure data cleanliness, quality and security.
  • Assist the M&E Manager in cleaning, validating and analyzing project data for the performance indicator tracking table (PITT).
  • Find and implement technological solutions to data-related challenges.
  • Participate in data quality assessment (DQA) performed internally and by USAID.
  • Provide additional M&E support and perform other duties as assigned.

Preferred Skills / Prerequisites

  • Bachelor’s degree in statistics, database administration, computer science/IT or related studies.
  • At least five years of experience in designing M&E and/or database system, preferably with USAID-funded projects/programs.
  • Must have the ability to develop Microsoft Access and/or Microsoft Excel databases.
  • Experience with building mobile data collection forms using Open Data Kit (ODK) Collect, Ona platform, Kobo Collect Toolbox, jQuery form builder or other mobile applications.
  • Experience with the development of a web database and integration of mobile data into database system.
  • Ability and willingness to travel frequently to program locations throughout Cambodia.
  • Must have the ability to work effectively in a fast-paced environment.
  • Must be flexible and willing to perform other duties and work irregular hours.
  • Competency in English is required.
  • Minimum Qualifications
  • 5+ years of experience and a bachelor degree OR the equivalent combination of education and experience
  • Experience with USG project implementation and USG rules and regulations, especially USAID
