KAFULAFUTA WATER SUPPLY SYSTEM PROJECT
REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FOR INDIVIDUAL CONSULTANTS/EXPERTS TO FORM THE PROJECT IMPLEMENTATION TEAM OF THE PROJECT
1. The Government of the Republic of Zambia (GRZ) has secured funds to finance the Kafulafuta Water Supply System Project which will be implemented under Kafubu Water and Sewerage Company Limited from 2017 to 2021. As part of the Project, the Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) intends to constitute a Project Implementation Team (PIT) which will function as the consulting team carrying out Design Review and Supervision of the Project. The PIT will comprise of Individual Consultants/or experts with experience in dams, water supply systems and construction.
2. Implementation arrangements
The Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) will be responsible for overall coordination of the project activities with the Department of Water and Sanitation being in charge of overall project coordination whereas Kafubu Water and Sewerage Company Limited (KWSC) will be the Executing Agency (EA) of the project. MWDSEP will constitute a Project Implementation Team (PIT) to function as the Consulting team in charge of Design Review and Supervision for the Project.
Therefore, it is intended that part of the proceeds of the financing be applied to eligible payments under the contract for engaging a Resident Engineer – Dam Expert.
3. Resident Engineer - Dam Expert
3.1 The Services Required
The Dam Expert will review the design and supervise the construction of Kafulafuta dam. He shall coordinate and oversee all the activities relating to the construction of the dam and ensure that the contractor adheres to the approved designs and specifications. The candidate will have extensive experience and a strong track record in the supervision of large dam construction. This is a full time position for a 36 month duration, subject to satisfactory yearly performance. The Dam Expert will report to the PIT Team Leader as his supervisor.
3.2 Job Purpose
To review designs and supervise the construction of the Kafulafuta Dam.
3.3Key Responsibilities
Reporting to the Team Leader, the Dam Expert shall:
- Review of all designs relating to Kafulafuta Dam.
- Coordinate the activities of the other experts involved with the construction of the dam
- Field supervise construction of the Dam
- Advise the Team Leader on all technical aspects of the dam construction project
- Verify progress in relation to preparation of Interim Payment Certificates
- Ensure timely and appropriate preparation and implementation of environmental and social safeguards during dam construction;
- Provide input for the monthly, quarterly and annual reports on project implementation and progress
- Attend all co-ordination meetings with the client and the contractor to discuss progress, and to contribute to deriving suitable remedial action where necessary to address issues arising.
- Anticipate possible hurdles that might be encountered during the implementation of the dam project and recommend appropriate solutions (in particular identify possible sources of delays, cost overruns, and propose measures to overcome them);
- Review Environmental Impact Assessment.
- Report on testing and commissioning of the dam at completion
- Through Quality assurance ensure the client’s requirements are met.
- Perform any other duties as may be assigned from time to time by the Team Leader.
3.4 Qualifications
The Dam Expert must possess at least the following qualifications:
- at least a degree in Civil Engineering or equivalent from a recognized University or institution of higher learning.
- A Masters Degree in Civil Engineering from a recognized University or institution of higher learning will be an added advantage.
- at least 15 years of relevant experience in dam design, construction and supervision.
- Experience in the design, construction and supervision of a dam with a capacity of not less than 120million m3, with valid references.
- must be registered with a recognized Engineering Institution and be eligible for registration with the Engineering Institution of Zambia.
- must have experience of working in Sub Saharan Africa or similar conditions on dams.
- The MWDSEP now invites eligible Individual consultants/or Experts to indicate their interest in the above named position. Interested Individual consultants must provide information indicating that they are qualified to perform the services.
- Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the Zambia Public Procurement Authority Procurement Rules and Procedures for selection of individual consultants.
- Interested individual consultants may obtain further information at the address given below during office hours between 08:00 hours to 12:00 hours and 14:00 hours to 17:00 hour’s local time from Monday to Friday, except on Public Holidays.
- Expressions of Interest including CVs must be deposited in the Tender Box of the Ministry of Water Development, Sanitation and Environmental Protection on the 3rd Floor of Mukuba Pension House, Didan Kimathi Road, Lusaka, on or before Friday, 8th September, 2017 at 10:30 hours local time clearly marked “Expression of Interest as an Individual Expert for the Position of Resident Engineer – Dam Expert under the Kafulafuta Water Supply System Project.”
