About

Agricultural and Rural Prospective Initiative

IPAR is a space for reflection, dialogue and proposals for cooperative agricultural and rural policies in Senegal and the West African region. The initiative was initiated by agricultural specialists and rural areas already supported farmers’ organizations and were interested in creating permanent spaces for prospective and strategic thinking.

This initiative was formalized in 2005 by four institutions, two public (DAPS and ISRA) and two private (CNCR and ENDA GRAF).

A protocol agreement whas created between the initiators of the IPAR. In August 2008, a constitutive meeting has helped to change IPAR to a public utility association, made up of individuals to ensure its autonomy of action. It adopted the statutes and rules of procedure and defined the governance of the association organs.

They revolve around three main areas: research, capacity building and animation of spaces for exchange and debate.

IPAR is pursuing a global project which is expressed through its vision, ambition and values that inspire its members.

VISION
Be recognized as a prominent institution providing strategic and prospective analysis, able to influence, at national and sub-regional levels, public policies in the agricultural and rural sector as well as economic and social transformations processes.

Mission
Contribute to the economic and social development of both Senegal and the sub-region through the creation of an environment favorable to exchange and debate based on comprehensive strategic and prospective research. IPAR works in close relation with decision-makers and the populations concerned.

Values
Commitment: In their daily routine activities, IPAR members position all their actions in the direction of the improvement of rural populations life conditions.

Objectivity: All their activities are supported by values related to fairness, probity and integrity principles adopted by their researchers.

Transparency: Their relationships with partners and decision-makers should be based on transparency. They ambition to build and maintain a relationship of confidence and trust with all stakeholders in any of the actions they undertake. They stand as responsible for the contents they provide.

Responsibility: Their research and debate-oriented research activities can effectively impact society. They are compelled to face any potential consequences. This is the reason why all their interventions are based on principles of measurement and accountability. The firmness of the sense of belonging to their organization, the sense of solidarity between all members and mutual trust, help them reach the expected individual responsibility levels.

Equity: They abstain from any discrimination based on sex, age, ethnic, political or confessional orientations. They pledge that all their decisions are made in the respect of people and individual rights.
